ATAR Year 11 Design New Syllabus Workshop

Teachers of ATAR Year 11 Design are advised that the School Curriculum and Standards Authority (the Authority) will be conducting a New Syllabus Workshop in Term 4.

The workshop will focus on:

  • unpacking the new ATAR Year 11 sample support material
  • exploring the Double Diamond design process model
  • experimenting with Design Thinking strategies to identify design problems
  • facilitating the investigation of appropriate historical and/or contemporary designs.

There are two opportunities to engage in the workshop:

  • Face-to-face Meeting: Tuesday, 18 October, 1:00 – 3:30pm or
  • WebEx Meeting (online): Wednesday, 19 October, 1:00 – 3:30pm.

The workshop will be an invaluable opportunity to assist teachers in the planning for, and delivery of, the new syllabus.

Teachers are asked to bring the following digital or hard-copy documents:

  • the ATAR Year 11 Design Syllabus (for teaching from 2023 version)
  • the revised ATAR Design Glossary*
  • the ATAR Year 11 Design Sample Course Outline*
  • the ATAR Year 11 Design Sample Assessment Outline*
  • the ATAR Year 11 Design Sample Assessment Tasks and Marking Keys*.

*Expected to be published in October 2022. If not available prior to the event, these will be emailed to participants in draft form.

Teachers of the ATAR Music course are advised that the School Curriculum and Standards Authority (the Authority) will be conducting a New Syllabus Workshop in Term 4.

The workshop will focus on:

  • highlighting the key features of the new ATAR Year 11 Music syllabus
  • unpacking the new ATAR Year 11 Music support materials (including the sample assessment outline, course outline, assessment tasks and written examination)
  • exploring the new approach to teaching and assessing composition
  • exploring the changes to the music analysis syllabus content and designated works
  • facilitating discussion and collaboration between colleagues to support new syllabus implementation.

There are three opportunities to engage in the workshop:

  • Tuesday, 18 October, 9.30 am – 12:00 pm, Telethon Speech & Hearing Centre, Wembley
  • Wednesday, 19 October, 1.00 pm – 3.00 pm, online (via Webex software)

Updated EAL/D eligibility policy Webex information sessions

Schools are advised that information sessions related to the revised English as an Additional Language or Dialect (EAL/D) eligibility policy for enrolment in Year 12 ATAR from 2023 are now open for registration.

Two sessions are being offered:

  1. Thursday 13 October 2022 from 3.30 pm – 4.30 pm
  2. Monday 17 October 2022 from 3.30 pm – 4.30 pm.

The session will include:

  • an explanation of the updated eligibility policy
  • an overview of the process and record keeping
  • clarification of the roles and responsibilities of the teacher, principal and SCSA
  • an indication of the impact this may have on students in Years 7–10
  • time for questions.

The sessions are not compulsory and are free to attend. Schools are responsible for any costs incurred, (for example, teacher relief) as a result of attendance. Register for either session at this link:

New syllabuses for General Year 11 and Year 12 Aboriginal and Intercultural Studies

Teachers are advised that the new General Aboriginal and Intercultural Studies syllabuses have been endorsed for teaching from 2023 for Year 11 and 2024 for Year 12.

The support documents will be published in Term 4.

The development of the new syllabus documents was supported by an extensive consultation process. We thank teachers for their participation in and support of the syllabus review process.


Assessment workshop for the new 2023 Year 11 General Aboriginal and Intercultural Studies Course

Teachers of General Year 11 Aboriginal and Intercultural Studies are advised that the School Curriculum and Standards Authority (the Authority) will be conducting an assessment workshop. The purpose of the workshop is to provide teachers with information on the assessment requirements for the new Year 11 General Aboriginal and Intercultural Studies course, which schools are required to implement if offering the course in 2023, in place of the current General Year 11 Aboriginal and Intercultural Studies Syllabus.

The workshop will focus on familiarising teachers with the new structure, organisation and the principles and protocols of the new syllabus, as well as developing a course and assessment outline, examining the new assessment types, constructing sample assessment questions and developing analytic marking keys. The workshop will also assist with teacher preparation for the 2023 Syllabus Delivery Audit (SDA) for General Year 11 Aboriginal and Intercultural Studies Course.

The date for the workshop is as follows:

New syllabuses for ATAR Year 11 and Year 12 Psychology

Teachers are advised that the new syllabuses for ATAR Year 11 and Year 12 Psychology are now available on the School Curriculum and Standards Authority website. The new ATAR Psychology syllabuses have been endorsed for teaching from 2023 for Year 11 and 2024 for Year 12.

The finalised syllabus documents, along with a summary of changes document, are available now on the Psychology page of the Authority website https://senior-secondary.scsa.wa.edu.au/syllabus-and-support-materials/science/psychology.

The development of the new syllabus documents was supported by an extensive consultation process that culminated in the syllabus acceptance and implementation timeline survey that was completed by all schools currently teaching the ATAR Psychology course.

New syllabus assessment workshops for teachers will be scheduled during Term 4, along with publication of the support documents.

We thank teachers for their participation in and support of the syllabus review process.

The Common oral assessment task (COAT) is administered in schools during Weeks 2, 3, 4 and 5 of Term 2, 2023. All students enrolled in the Year 12 ATAR English as an Additional Language or Dialect (EAL/D) are required to complete the COAT.

The COAT is based on Unit 3 syllabus contexts and schools are advised that the syllabus contexts, highlighted within the document, will be available from Friday, 23 September 2022, on the EAL/D course page https://senior-secondary.scsa.wa.edu.au/syllabus-and-support-materials/english/english-as-an-additional-language-or-dialect.

Applications for the development of the 2023 ATAR course examinations

The School Curriculum and Standards Authority (the Authority) invites applications from current and retired teachers, TAFE and University lecturers to participate in the development of the 2023 ATAR course examinations.

Positions that may be available for all examination panels are:

  • Chief examiner
  • Examiner
  • Independent reviewer
  • Paper checker.

The Authority is seeking applicants with at least three years’ experience in teaching and assessment, an excellent understanding of examination-setting techniques and familiarity with the syllabus to be examined in 2023 in the relevant course. In additional to current ATAR courses, applications are also being sought for the following new Language courses:

  • Hindi: Background Language
  • Hindi: Second Language
  • Korean: Background Language
  • Korean: Second Language
  • Tamil: Background Language
  • Tamil: Second Language

The Authority may offer a panel position different from those selected on the original application form.

All Examination panel members must have a current Nationally Coordinated Criminal History Check (NCCHC) and a Screening Clearance Number (SCN) which is issued by the Department of Education.  You will be informed if your NCCHC is current if you are appointed to the 2023 ATAR examination panel.  If it is not current, you will have to obtain a NCCHC before commencing.

2023 EST content for all Year 12 General and Foundation courses

The Externally Set Task (EST) is administered in schools during Weeks 3, 4 and 5 of Term 2, 2023. All students enrolled in a General Year 12 or Foundation Year 12 course are required to complete the EST for that course.

The EST is based on Unit 3 syllabus content and schools are advised that the syllabus content, highlighted within the document, will be available from Friday, 23 September 2022 in the Assessment section of the School Curriculum and Standards Authority (the Authority) website under Years 11 and 12 at https://senior-secondary.scsa.wa.edu.au/assessment/externally-set-tasks/externally-set-task-materials.

All Foundation course ESTs will include the skills of literacy and numeracy in association with the identified 2023 EST Unit 3 content.

The Authority will publish the Externally Set Tasks Handbook 2023 in January 2023.


Small group moderation partnerships for 2023

Schools planning to run a class with fewer than six examination candidates in an ATAR Year 12 course are reminded of the need to establish a small group moderation partnership for 2023. Note: Year 12 ATAR courses with one student enrolled are still required to form a small group moderation partnership. All schools with one or more small group moderation partnerships must register their partnerships with the School Curriculum and Standards Authority (the Authority) on the required form by Thursday, 9 February 2023.

To ensure the required comparability of marks, a partnership should be made with another school early to ensure delivery of the course at the same time. Establishment of a partnership before teaching commences enables the teachers involved to agree to the sequence and timing of delivery and to plan a common assessment outline.

All schools in a partnership are required to:

  • use an identical assessment outline (typically developed collaboratively)
  • establish and use identical assessment tasks and marking keys
  • conduct all assessment tasks under the same agreed conditions (or conditions that are as similar as possible)
  • co-develop and document agreed marking strategies to ensure comparability of marking, which can include:
    • one teacher marking a task from all students in all partner schools (i.e. rotating the marking of tasks between teachers)
    • double-marking a task from all students or from selected students across the range of grades (i.e. both teachers independently mark the whole task or particular sections/questions, then discuss comparability, review marks and make adjustments where required)
    • co-marking a task (i.e. each teacher marks particular sections/questions for all students).

Principals are reminded that Applications for recording of enrolment and achievement in ATAR Units 1 and 2 for students in Year 10 in 2024 (Year 8, 2022) must be received by the School Curriculum and Standards Authority (the Authority) no later than Thursday, 17 November 2022. The completed application form is to be emailed to certification@scsa.wa.edu.au.

Schools should only apply if the studies are part of a longer-term program for students who are:

  • either gifted and talented or
  • accelerated language students.

The importance of uploading the RSQUAL file for WACE certification

Schools are reminded of the importance of ensuring the VET Qualification Results (RSQUAL) file is uploaded to the Student Information Records System (SIRS) database at the end of each calendar year. The information in the RSQUAL file is used to allocate unit credit towards the Western Australian Certificate of Education (WACE) and to determine that a student has met the Certificate II or higher requirement.

Please note: The RSQUAL file must only be uploaded once the school has received written verification from the Registered Training Organisation (RTO) that the student has achieved the qualification.

It is also important for schools to ensure that the RSQUAL file processes successfully to SIRS and any error messages are resolved before due dates. If a student does not have the correct number of units of competency linked to a qualification in SIRS the RSQUAL will not upload successfully.

Failure to upload this file may result in students not achieving their WACE and may therefore be considered not eligible for first round offers for entry into university and TAFE courses.

If there are errors in student achievement data after the deadlines that are a result of the school providing incorrect or incomplete data, the school will be charged a fee for updating the data.

Schools are also reminded that if the RSQUAL is not uploaded at the end of that year for Year 11 students who have completed a qualification this may also prevent students from achieving their WACE in the following year.

The RSQUAL file should be uploaded at the conclusion of the year that the student completes the full qualification (whether that be Year 10, 11 or 12).

Schools should check that the qualification has been recorded correctly by running the report
CSE007 – VET qualifications achieved in full. The pathway to this report is: Reports > Other Reports > Report type: Achievements > Report: CSE007.

2022 – Collection of Year 12 students’ achievement data

This is an early reminder that the Year 12 achievement data is due to the School Curriculum and Standards Authority by Thursday, 27 October 2022 as per the 2022 Activities Schedule.

Information about collecting achievement data will be received by schools by Monday, 10 October 2022.

Schools will need to provide the achievement data for:

  • Year 12 students for courses (ATAR, General, Foundation, Preliminary and VET industry specific), VET qualifications, VET units of competency and endorsed programs
  • non-Year 12 students sitting one or more ATAR course examinations.

Folio of achievement in 2022

Schools are reminded that students will be able to download digital copies of their folio of achievement in mid-January 2023.

To download digital copies of the documents and certificates, students will need to log in to the student portal at https://studentportal.scsa.wa.edu.au. To log in to the student portal, students will need their eight-digit Western Australian Student Number (WASN) and password.

Year 12 students who have satisfactorily completed any Western Australian Certificate of Education (WACE) course unit, Preliminary unit, VET unit of competency or endorsed program will have a folio of achievement. This folio of achievement will include one or more of the following:

  • Western Australian Statement of Student Achievement
  • WACE
  • ATAR course report
  • selected award certificates.

From 2020, the School Curriculum and Standards Authority (the Authority) no longer provides paper copies of the documents and certificates in the folio of achievement.

WACE Authentication
The Authority has made available a facility whereby education institutions can verify if a student has achieved the WACE. The WACE Authentication link is available on the front page of the Authority website at https://waceauthentication.scsa.wa.edu.au.

Year 12 results
Year 12 students will be able to access their results via the student portal at https://studentportal.scsa.wa.edu.au on Monday, 19 December 2022, as will Year 10 and Year 11 students who sat for the 2022 ATAR course examinations.


How to Search for a WASN in SIRS

If a student arrives at your school from another school in Western Australia, or even from overseas/interstate, you have the ability to search in the Student Information Records System (SIRS) for that student’s Western Australian Student Number (WASN) using a family name, given name and date of birth.

All student registrations are recorded in SIRS by the end of Term 1. After this time, you will be able to search for students including the student’s previous school/s. You will know where to send a transfer note, if required.

  1. Hover over Enrolments in the menu bar.
  2. Click on Student Enrolment > Student Maintenance > Find Student Number (see image below).

The Find Student Number directory will appear (see image below). Enter the student’s Family Name, Given Name and Date of Birth.

  1. Click Search.If the information you have entered exactly matches the information in SIRS, you will find a result even if the student is not at your school (see image below).

If the details you have requested are different from the information in SIRS (e.g. date of birth is different, Jackie is spelt as Jacky), no information will be found. In this case, please email numbers@scsa.wa.edu.au and provide the student’s:

  • Family Name (Surname)
  • Given Name (First Name)
  • Date of Birth
  • Academic Year
  • Previous School (if known).

Troubleshooting: Search WASN

  1. What happens if the requested information does not show?

    Email numbers@scsa.wa.edu.au and provide student name, academic year and date of birth.

  2. What happens when a single year (e.g. 2012 to 2012) is entered in the date range?

    Only a result for that year will be returned.

  3. What does it mean when the Department of Education is shown as the student’s main provider?

    It means the student is likely to be under a Notice of Arrangements or may have been on the Whereabouts Unknown List (more likely with Years K-10).


WASN requests for 2023

All current students in Western Australia should have been allocated a Western Australian Student Number (WASN) and be registered with the School Curriculum and Standards Authority (the Authority). This number remains with the student throughout their school life. Schools need to recognise the importance of the WASN to avoid duplication of records and maintain continuity of student data.

In 2022, schools will only be able to request WASNs through the Student Information Record System (SIRS) for Kindergarten students commencing in 2023. If a student other than Kindergarten arrives at your school from another WA school, please check to see if they have a WASN first using the ‘Search for WASN’ process – explained in ‘How to Search for WASN in SIRS’ in this circular.

Please note we do not issue numbers for Pre-Kindergarten students.

If you cannot locate a number, then contact numbers@scsa.wa.edu.au and give details of the student’s legal surname, legal first name, date of birth and academic year. It is also useful to include your school code in any correspondence. If schools request a WASN for a student who already has a number, the correct WASN number will be sent back to schools. The Authority will forward to schools new WASNs for those students without a number.

All secondary schools with a Year 7 intake can send a complete list (spreadsheet) of Year 7 students entering their school, including the student’s legal surname, legal first name and date of birth and the Authority will look up the numbers on their behalf.

Applications for permission to enrol in a WACE Language course Year 11 or 12 2023

Schools are advised that the last date for submission of an Application for permission to enrol in a WACE Languages course (for enrolment in a WACE language course in 2023) has passed.

Students who have started an application but have not submitted it, and have decided not to continue their study of a language in senior secondary Year 11 (or 12), are encouraged to cancel the application in the Student Portal.

Students who intend to continue with their application are advised to complete it as soon as possible and submit in the Student Portal.

Any application that has not been submitted by Friday, 14 October 2022 will be deleted from the system.

Development of Judging Standards Materials for Years 9 and 10 Languages (7–10 sequence)

The School Curriculum and Standards Authority (the Authority) will be commencing in Term 4 2022 the development of the Judging Standards Materials in for Years 9 and 10 Languages (7–10 sequence).

The development of the Judging Standards Materials includes the Assessment Pointers, Achievement Standard and Annotated Work Samples for each year, and for each of the following Languages:
Chinese: Second Language, French: Second Language, German: Second Language, Indonesian: Second Language, Italian: Second Language and Japanese: Second Language.

The Authority has developed Year 9 and Year 10 assessment tasks for schools to administer during Semester 1 2023 and is seeking expressions of interest from teachers who would like to be involved in the Judging Standards development.

In Term 4 2022, the Authority will offer a 2-hour online information session where teachers will be provided details about the process and opportunity to view the Year 9 and 10 tasks.
