General Information, SIRS and Enrolments

Extension for completing the online Student Declaration and Permission submission

Thank you to schools whose students have submitted the online Student Declaration and Permission at: https://studentportal.scsa.wa.edu.au/. Many students have not completed the process and the School Curriculum and Standards Authority has extended the final date for submissions to Wednesday, 31 July 2019.

Please note: Students will be required to complete the Student Declaration and Permission when they log in to the portal before they can gain access to other important information such as their examination timetable.

Students can access the submission page at: https://studentportal.scsa.wa.edu.au/.

Information for teachers can be found at https://senior-secondary.scsa.wa.edu.au/the-wace/student-declaration.

The following students are required to complete the online Student Declaration and Permission:

  • all Year 12 students
  • Year 11 students who are studying ATAR Units 3 and 4 and sitting the 2019 ATAR course examinations
  • Year 10 students who have been given approval to study ATAR Units 3 and 4 and sit the 2019 ATAR course examinations.

Failure to complete the submission process may impact schools with students who:

  • may win an award (including students who are not sitting ATAR course examinations) and who have not indicated their preference to have/not have their name published in the media
  • are unaware of the requirements for achieving the Western Australian Certificate of Education (WACE).

Schools are requested to ensure all students complete the submission process by the extended deadline of Wednesday, 31 July 2019.

Schools can monitor which students have completed the online Student Declaration and Permission via SIRS Report CSE058 – Student Release Choices by Provider.

The pathway to the report is Reports > Other reports > Report type: Students, Report: CSE058.

The Authority appreciates your assistance in obtaining this important information.

Note: teachers cannot request passwords for students. Students are required to use the ‘forgot password’ function on the login page to reset their password.

Final dates for Year 12 students to withdraw from courses, 2019

Schools are reminded of the final dates to withdraw Year 12 students from courses:

  • Friday, 26 July 2019 – final date for withdrawing students from ATAR courses with practical examination components. No changes will be made to student enrolments in these courses after this date.
  • Thursday, 15 August 2019 – final date for withdrawing students from ATAR courses which do not have practical examination components. No changes will be made to student enrolments in these courses after this date.

Thursday, 15 August 2019 – final date for withdrawing students from General, Foundation, Preliminary and VET industry specific courses. No changes will be made to student enrolments in these courses after this date.

Student enrolments in VET units of competency and endorsed programs, 2019

Schools are reminded that Year 10 and Year 11 student enrolments in VET and Year 10 to Year 12 student enrolments in endorsed programs must be uploaded into the Student Information Records System (SIRS) as soon as possible, but not later than Thursday, 15 August 2019.

Schools need to ensure that they receive the correct enrolment information from registered training organisations (RTOs) relating to their students’ enrolments in units of competency and qualifications. It is important that schools acquire the appropriate documentation from the RTO to confirm enrolments before submitting the data to the Authority. This will ensure that accurate information is uploaded in SIRS to avoid issues at the time of providing student achievement reports.

It is important to note:

  • The VET Unique Student Identifier (USI) is optional in the VET enrolment file (ENVET). However, it is required for units of competency and qualifications that contribute towards meeting the WACE requirements when reporting achievements through the RSVET and RSQUAL. If assistance is required regarding the USI, schools are advised to contact the USI Office on 1300 857 536 or via email USIadmin@education.gov.au.

Schools delivering VET that is integrated into a VET Industry Specific course must enrol the students in the units of competency as VET integrated in the ENVET file. Students who meet VET industry specific course requirements can achieve course unit credit towards a WACE. Course Information

WACE language courses available for study in Year 11 or Year 12 in 2020

The Application for permission to enrol in a WACE language course in 2020 must be completed by all students intending to study any of the Year 11 or Year 12 WACE languages listed below in 2020. Students who have previously applied are not required to submit a new application, unless a change in their circumstances means a new application will need to be considered for 2020.

WACE Language courses in 2020:

  • Chinese (Second language, Background language, First language)
  • French (Second language, Background language)
  • German (Second language, Background language)
  • Indonesian* (Second language, First language)
  • Italian (Second language, Background language)
  • Japanese (Second language, Background language, First language).

* Indonesian: Background language is not available in 2020.

The application is available on the School Curriculum and Standards Authority website at http://senior-secondary.scsa.wa.edu.au/syllabus-and-support-materials/languages. A checklist and information on how to complete the statutory declaration can be found on the same page.

Schools must submit applications to the Authority by:

  • 31 July 2019,or earlier if they start the 2020 school year in Term 4, 2019
  • 30 August 2019,or earlier if they start the 2020 school year in Term 1, 2020.

Schools are requested to submit completed applications promptly and address them to: Administrative Assistant – Languages Enrolment, PO Box 816, CANNINGTON WA 6809.

Incomplete applications will be returned to the school for completion and resubmission.

After the due date, applications will only be accepted for new students within two weeks of the student enrolling at the school.

Requirements for Consensus Moderation meetings in Term 3, 2019

Teachers are reminded to check the requirements, including course specific information, for the consensus moderation meetings to re-commence on Monday 29, July 2019. Registered participants receive an email outlining the meeting details, including date, time and venue, along with what to bring to the meeting.

Teachers are required to bring three student assessment files to the meeting. The assessment files should be those of a mid-A student, a mid-B student and a mid-C student and must contain:

  • all the student's marked work completed prior to the meeting which will contribute to their final mark
  • the task (or task brief or task description), if not included with the student's work
  • the marking key for each task
  • the assessment outline.

Accounting and Finance – New Conceptual Framework for 2020

Accounting and Finance teachers are advised that the Australian Accounting Standards Board has recently released the Conceptual Framework for Financial Reporting (Conceptual Framework) which will replace the Framework for the Preparation and Presentation of Financial Statements effective from January 1 2020.

Included in the Conceptual Framework are revised definitions and recognition criteria for assets and liabilities. The Conceptual Framework now incorporates the meaning of a ‘reporting entity’. As from January 1 2020, the Conceptual Framework will supersede:

  • the Framework for the Preparation and Presentation of Financial Statements (July 2004), and
  • Statement of Accounting Concepts SAC 1 Definition of the Reporting Entity (August 1990).

Teachers will need to refer to this document for teaching the Accounting and Finance syllabus from the commencement of 2020. The Conceptual Framework can be accessed via the following link: https://www.aasb.gov.au/admin/file/content105/c9/Conceptual_Framework_05-19.pdf.

The Accounting and Finance syllabuses and teacher support materials will be updated accordingly and published prior to the start of the 2020 teaching year.

Changes to Foundation and General English as an Additional Language/Dialect (EAL/D) course eligibility and the process for the allocation of extra time for the OLNA

Schools are reminded that there have been changes to the Foundation and General EAL/D course eligibility process. All related information, applications, forms and submission dates can be found on the EAL/D page of the School Curriculum and Standards Authority's (the Authority's) website:


The allocation of the extra 10 minutes for a student who is eligible for Foundation and General EAL/D in the OLNA Dashboard is similar to the process for disability adjustments. Please refer to the document Instructions for entering EAL/D students into OLNA Dashboard located on the EAL/D course page of the Authority’s website.

From Term 3 2019, Foundation and General eligibility applications will no longer be processed by the Authority.

Enrolment as a Year 12 student into ATAR EAL/D is the only course that requires eligibility approval by the Authority. Students who are registered as eligible to be enrolled in the Year 12 ATAR EAL/D course will automatically be granted an extra ten minutes to complete the reading, writing and numeracy components of the OLNA. This process has not changed.

In Term 3, schools delivering Certificate IV or higher qualifications will be required to complete an online questionnaire detailing the delivery arrangements of these qualifications.

When delivering higher level VET qualifications, schools should ensure that the:

  • VET is delivered and assessed under appropriate conditions
  • qualification meets the needs, capabilities and aspirations of the student
  • student has the necessary characteristics identified in the qualification packaging rules
  • student already possesses the prerequisite knowledge and skills and/or has industry related work history
  • training supports student articulation into post-school opportunities.

Schools are advised to retain a record of the details of any Certificate IV or higher qualifications undertaken by students to assist them to respond to integrity checks conducted by the School Curriculum and Standard Authority (the Authority).
